When the building is finished, the construction team will take care of the roof and walls, while the eagle will be flying around.
This process will take a couple of months.
It is not known when the building will be completed, but it is expected that it will be ready for the first public holiday, when it will become the centerpiece of the town.
Construction of the eagle is part of the project to renovate the town of Algiers in Algeria.
A team of 12,000 residents, who will live in tents, will live there for the next 10 years.
The project is estimated to cost about $10 million.
A similar project in France has already been completed, which has attracted more than 30,000 visitors to Algier.
